We have buyers that love the homes in the Royal Highlands but don't love lime rock roads and that stops them! If the County paved the roads, we would sell the homes, the prices would increase and they would receive more taxes and not have homes in foreclosure.

It makes sense to me. When you give a little, you get more in return.
